Confirmed AIT Management Notes: 5 November 2015

Resolutions – In Brief:
- Setting up School / RCs Capital Funds: The AIT Management endorsed in principle the setting up of School / RC Capital Funds, which will be submitted for the information of and consultation with the Executive Committee in its 2 December 2015 meeting. The School / RC Capital Funds will be financed from 50% of the net overall operating surplus at the end of each fiscal year, in proportion to their contributions for that fiscal year. The School / RC Capital Funds, which will be in perpetual accounts to allow for accumulation, will be used for the Schools and RCs capital investments and future development.
- Handling of Project Residuals: The AIT Management agreed to credit the residuals from projects completed / closed during the year as Operating Revenues under Research Grants to the involved PIs’ RC unless the contract stipulates that all residuals must be returned to the sponsor / client. The revised stipulation will replace the current stipulations for all sponsored / contracted project categories (research; research & development; trainings & workshops; and conferences).
- Draft Revisions on Purchasing of Goods and Services: The AIT Management agreed to endorse the proposed revisions on the Institute P&P on Purchasing of Goods and Contracting for Work / Services (FB-3-1-1), as well as on the Institute P&P on Summary of Cash Purchases (FB-3-2-3).
- Thailand Coronation Day on May 5, 2016 is an official AIT holiday: The Management Team has agreed to designate Thailand’s Coronation Day on May 5, 2016 as an official AIT Holiday next year. This was made possible by removing Buddhist Lent Day (July 20, 2016), which is no longer an official holiday for AIT.
- Re-employment of AITIS Head/Principal: On the recommendation of the Head-Administration / Research & Education Support Office, the AIT Management agreed to the re-employment of Mr. Kevin Mauritson as AITIS Head / Principal beyond his mandatory retirement after reaching the age of 60.
Note: It is stipulated in the Institute P&P on Engagement of Faculty and Staff Beyond the Retirement Age of 60 (PA-4-1-2) that “Engagement of faculty and staff members beyond the age of 60 will be for a maximum of one year at a time, on a renewal basis.”
- Doctoral Program: Time Frame: The AIT Management agreed to revise references to the normal or minimum period of study for the doctoral program to seven semesters or 3.5 years with charges distributed at 12 credits per semester, which is considered the normal load of a full-time student.
- (Distinguished) Adjunct Professor / Faculty as Program Committee Chair: The AIT Management reaffirmed the current stipulations in the Institute policies that those who are not full-time / regular faculty members of the Institute cannot serve as the sole Chairperson of the Program Committee of AIT students.
The AIT Management agreed to add the following stipulations to the AIT Academic Requirements and Procedures and Institute P&P on Faculty Status (PA-4-1-1 IV.4.-5.):
(i.) If an Adjunct Faculty, including Distinguished Adjunct Professor / Faculty, is appointed as academic adviser who will actively provide research guidance/supervision/advice to students, a full-time / regular AIT faculty member will be appointed to facilitate the administrative processes on-campus.
(ii.) When there is more than one Chair in a Program Committee, both will be listed as co-Chairs.
(iii.) The academic co-Chair will be recognized by listing them above the administrative co-Chair.
- AIT Library: Until the ground floor of the AIT Library is ready, Schools were requested to continue providing learning spaces for the students. Additional learning spaces, if required, say at the AIT Conference Center, can also be made available prior to examinations.
News for Management Team Meeting: 12 November 2015
Internal Restructure of the Language Center
A proposal to restructure the organization of the AIT Language Center was approved by the Management Team. Promotions were approved for Ms. Thippawon Nakwachara, Ms. Thanisa Choombala and Mr. Thomas Hamilton. Mr. Hamilton will assume the duties of Director of the Language Center starting on January 1, 2016.
‘Ostram Center for Advanced Study in Natural Resource Governance’ gets go-ahead green light
A proposal by Prof. Ganesh Shivakoti to initiate development of an ‘Ostram Center for Advanced Study in Natural Resource Governance’ for AIT was approved. It is expected that Prof. Shivakoti will work as the Honorary Director of the Center and will be involved in organizing research and academic work together with AIT colleagues.

Thai Pipe Scholarship at AIT (For January 2016 Semester)
Deadline to Apply: 30 November 2015
Thai Pipe Industry Co., Ltd. was established in 1963 as a subsidiary of the Thai Government. The company’s production of PVC pipes utilized innovative technology from Sekisui Chemical Co., Ltd., the leading Japanese PVC pipe manufacturer. From this technology transfer, Thai Pipe developed its own cutting-edge technology. After almost 40 years of continuous development, Thai Pipe has grown from being a pioneer manufacturer of PVC products to become one of the leading PVC pipe manufacturers in the world.
CRITERIA IN AWARDING SCHOLARSHIP
Nationals from ASEAN countries (only).
- At least 2 years of work experience in a Water-related field from the Government Sector
- Graduate of Bachelor in Civil Engineering or related fields with a GPA of 3.00
- Applicants who are physically challenged are also encouraged to apply
- Applicants must fulfill AIT Entry Requirements
Scholarship covers tuition and registration fees (~ 752,000 Thai Baht, THB). Other fees and living costs are to be borne by the student or External Support/Donor.

Employee Provident Fund Members can contribute up to 15% of monthly base salary, starting December 1, 2015
Based on the new regulation, effective 1 December 2015, Provident Fund (PF) contribution for employees can be adjusted up to a maximum of 15% of the base salary (Range is from 3-15%). Employer contribution remains the same.
For PF members who would like to increase their contribution, please fill up the form at HRO and return it to HRO.
RTG Fellowship available for January 2016 Semester
Please be informed that RTG fellowship will be available for January 2016 semester; however, each applicant will be granted only 12 credits (25%) RTG fellowship to cover the semester of January 2016. If an applicant needs to be offered more than 12 credits, the excess credits over the first 12 credits must be covered by AIT fellowships under the respective school budget. This will be applied to all schools and we have about 50 @ 12credits altogether to be used up in January. Any amount unused has to be returned to RTG.

Campus Updates
Demolition and pillar work in the Library
Interior work in the Library will begin soon. From 11 November through 20 November 2015, the contractor will start demolition and pillar work. During this period, there will be dust and noise. The ground floor will be totally closed for the interior work.
The Library is still open, but the main entrance to the Library which is on the ground floor will also be closed. Users are requested to enter the Library from the Language Center. The Library is connected to the Language Center on the second floor.
The Library apologizes for any inconveniences caused.
Closure of AIT Multipurpose Football/Cricket Fields for Renovation
Please be informed that the entire AIT Multipurpose Football/Cricket Fields will be closed during 10 November to 5 December 2015.
Thailand will host the International Cricket Council T20 Women's World Cup Qualifiers and AIT grounds will be used on the 28 November to 5 December 2015 for this prestigious event. Players from Bangladesh, China, Ireland, Netherlands, Thailand and Zimbabwe will be vying for a place in this World Cup Qualifiers here in your own grounds.
To prepare the grass fields from 10 November onwards since it was heavily damaged (both football and cricket) after the rainy season, we have to close the entire area for repair and maintenance for the cricket field to be at an international standard for this event. Grass fields will be cordoned with red and white tape and restriction signage placed in designated areas where security may inform those who plan to use the fields about the ongoing closure.
Office of Facilities and Asset Management (OFAM) would like to request the full cooperation of AITians to respect the closure of the entire area. With our cooperation and support we will be highlighting AIT again on the world map during this event.

Work Permit
Faculty and staff members are requested to look at your Work Permit Book. If your Work Permit is going to expire in December 2015, please immediately contact GRU (Ms. Suvannee) to apply for extension.
To avoid any delay and unnecessary charges occurred due to the Institute's year-end break, it is advisable to come to GRU (Ms. Suvannee) before 15 December.

International Expert Workshop on Towards Urban Water Security in Southeast Asia: Managing Risk of Extreme Events
The expert workshop, which is being jointly organized by the Asian Institute of Technology (AIT) along with Institute of Technology, Cambodia (ITC) and Nanyang Technological University (NTU), Singapore, is funded by SEAEU-NET-II Project from 19 – 20 November 2015 at Imperial Garden Hotel, Phnom Penh, Cambodia.
