AIT'S RECENT RESEARCH RECOGNITION IS THE BEST GIFT FOR BIRTH CENTENARY YEAR OF OUR FOUNDER

As today marks the 100th birthday of AIT's first Chairman of the Board, AIT Community joins UNESCO and the world in celebrating the 100th birth-year anniversary of Dr. Puey Ungphakorn (1916-1993).
Dr. Puey Ungphakorn played an instrumental role in transforming SEATO Graduate School of Engineering, which was about to be closed down in 1968, into today's Asian Institute of Technology (AIT). He continued to serve as Chairman of the AIT Board of Trustees in 1968-1973.
In 1968 when very few people heard about "Research University" in Asia, let alone in Thailand, Dr. Puey expressed many times then that -- he wanted to see AIT setting a good example as Research University for local universities.
The recent success of AIT in securing the top honor, in the rating of universities in Thailand by Thailand Research Fund (TRF), is indeed one of the best gifts to Dr. Puey for his birth centenary celebration.
On behalf of AIT Community and especially its 20,000+ alumni working in over 90 countries around the world, we want to say a simple "thank you".

THAILAND RESEARCH FUND (TRF) CROWNED AIT TOP IN THAILAND IN ITS UNIVERSITY RATINGS
Dear Members of AIT Community
As an international postgraduate only institute, AIT is not eligible to participate in the 3 renowned world ranking systems (ARWU, THE, QS). Whenever a world ranking was announced, without AIT but with several local universities in the top 1,000, people assumed that AIT is now inferior to those universities.
I am pleased to inform you that today the truth is unveiled by the result of the official Thailand Research Fund (TRF) Rating of universities in Thailand, which was announced on March 1, 2016, before the audience of over 400 university scholars.
In the announcement, AIT, receives the top rating in 7 disciplines out of the 10 disciplines it participated.
In overall, among all participating 28 universities in 36 disciplines, AIT received the most number (5) of TRF Rating 5. Thus, a Grand Special Award was presented to AIT for bagging the most number of TRF Rating 5.
I was at the meeting to receive the official certificates at the awarding ceremony. A complimentary news headline highlighting AIT's achievement was extracted from this link:
In summary, AIT was rated top in the following disciplines.
(1) Civil and Infrastructure Engineering (TRF Rating 5)
(2) Industrial Systems Engineering (TRF Rating 5)
(3) ICT (TRF Rating 5)
(4) Energy (TRF Rating 5)
(5) Environmental Engineering & Management (TRF Rating 5)
(6) Regional & Rural Development Planning (TRF Rating 4.3)
(7) Aquaculture & Aquatic Resources Management (TRF Rating 4.0).
In addition to the certificates, TRF has pledged to provide a "Basic Research Development Fund" to all units with TRF Rating of 5.0. In the previous round of similar exercise, which AIT was not invited, TRF awarded each Rating 5.0 unit with a matching fund of 6 million Baht for 3 years.
I would like to recognize that this well-earned accolade is a result of hard work and dedication of our faculty and research staff. We should also appreciate the supports of all VPs and Deans, and especially Mr. Gopi Krishna who helped coordinate with TRF.

P.S. The TRF Rating aims to evaluate the quality and impact of research discipline-wise, based on 4 important parameters of equal weights: (1) Total publication (of top quality equivalence); (2) Publication per faculty headcount; (3) Total citations; and (4) Citations per faculty headcount.
Passing Away of Former AIT Board Chairman, H.E. Dr. Thanat Khoman at the Age of 102.
AIT is deeply saddened by the passing away of its longest serving Chairman of the Board of Trustees ever in office, H.E. Dr. Thanat Khoman, at 15:49 hrs. on 3 March 2016 at the age of 102.
During his illustrious career H.E. Dr. Thanat Khoman served in many important positions which included as Chairman of the UN Economic Commission for Asia and the Far East (ECAFE) in New York in 1950; Thai Ambassador to the United States in 1957; as Foreign Minister from 1959 to 1971, Chairman of the Democrat Party from 1979 to 1982, and Deputy Prime Minister from 1980 to 1982.
H.E. Dr. Thanat Khoman was Thailand's Foreign Minister when he signed an agreement on behalf of the Royal Thai Government with Lt. Gen. Jesus Vargas, Secretary General of SEATO, to host the Asian Institute of Technology (AIT) on October 25, 1967. H.E. Dr. Thanat Khoman was also among five foreign ministers, considered ASEAN’s founding fathers, whosigned the “BangkokDeclaration” on the establishment of ASEAN on August 8, 1967. The other ministers were from Indonesia, Malaysia, the Philippines and Singapore.
Later in 1975, H.E. Dr. Thanat became the 3rd Chairman of the AIT Board of Trustees succeeding Dr. Puey Ungphakorn and Dr. Oscar Mapua. He remained in this office from 1975 until 1996. During his Chairmanship, AIT experienced its glory years with continuous expansion and financial stability.
In recognition of his valuable contributions to the Institute, H.E. Dr. Thanat Khoman was bestowed with the AIT Chairman Emeritus title, which he continued to hold until his passing away.
The AIT community pray for the Almighty to rest his noble soul in peace and give strength to his family in this hour of grief.
Engagement of Faculty beyond Retirement Age
Dear Faculty Colleagues
One issue that was raised for consultation in the Board’s Faculty Relation Committee is the mandatory retirement age which is currently at 60 years of age. The retirement age of 60 is still the common practice in Thailand.
Earlier, I have set up a Task Force to advise me on this issue. There have been both pros and cons in extending the mandatory retirement age. An important pro is the fact that most (not all) faculty at this age has reached a prime stage to make impactful contributions to AIT. However, due to the limited size of our faculty in each subject area, indiscriminately extending all faculty members at this age will block the addition of new faculty, who usually come with new perspectives and up-to-date technologies. In the past, the fast turn-over of seconded faculty helped make AIT very dynamic and for that reason AIT was able to keep pace with new emerging technologies very well.
After a long deliberation in the Management Team Meeting, it was found that there exists an alternative way for any faculty member at the age over 60 to continue working at AIT as long as he or she is stillactive. Thus, the Management Team Meeting agrees to institutionalize the following mechanism to engage our faculty members after the mandatory retirement age:
1. At the request from the School, faculty members who reach the retirement age will be eligible for a one-year extension only. The request can be approved only if it comes with a smooth transition plan for students under the supervision of the extended faculty, as well as the school’s plan to recruit new faculty for their replacements. The extended faculty members will maintain the same academic rank and continue to receive the same salary if they continue with the same workload. It is also possible for the extended faculty to negotiate for a part time appointment.
2. After the transition year, the faculty will officially retire from AIT. However, a retired faculty member, who remains active, has the option to continue association with the School (and AIT) through his or her sponsored projects with the School, without financial burden to School and without blocking the new recruitment. An active retired faculty member is expected to be well-connected, thus they should have little problem attracting sponsored project to maintain oneself. In a way, the sponsored project buys out his or her time from the School, thus enabling the faculty member to continue with the same academic title. In exceptional case, the Institute can allow the faculty to use his remaining pdf account to supplement not more than X% of his or her salary.
3. In (2), regardless of the length of the sponsored project, a retired faculty member can only have one-year contract, although it is renewable multiple times as long as he or she can manage to bring sponsored projects to buy out his or her time from the School.
The above has been agreed in principle by the Management Team of AIT and a detailed P&P Statement will be drafted and finalized to be effective immediately. Thus, the clause on the mandatory retirement age of 60 will remain unchanged.

Appointment of new interim Head of AIT Human Resources Office
With the ongoing process of recruiting a Head of Human Resources Office of the Asian Institute of Technology, AIT President Worsak Kanok-Nukulchai announced the appointment of Mr. Jiraphong Bumpenyoo as Interim Head of the Human Resources Office (HRO) with effect as of 1 March 2016, for a period of six months or until the recruitment process is completed, latest by 31 December 2016. As interim Head-HRO, Mr. Jiraphong will have coordination and administrative responsibility both in terms of finance and personnel of the office as well as a coordinating and facilitating role in terms of initiatives both within HRO and across other offices in servicing the Schools and units.
Mr. Jiraphong holds a master's degree in Business Administration from Siam University and completed two bachelor degrees, Bachelor of Law from Ramkhamhaeng University and Bachelor of Education from Chulalongkorn University. He served AIT in different capacities from 1988-2005, including a significant experience as HR Coordinator. Before re-joining AIT, he served as a Freelance Researcher in the USA.

Changing of Tisco Provident Fund (PF) investment policy
At present, AIT Provident Fund is under the investment plan called “Tisco Master Pooled Registered Provident Fund”. This plan allows members of the Provident Fund to choose from different investment policies, see details of the investment policies. Currently, we are under policy no. 1
1. General Fixed-Income Policy
This policy invests in bank deposits and all types of fixed-income instruments (including government bond, financial institution and corporate fixed-income instruments). It aims a moderate return in long-term, and contains some risk of yield fluctuation.
2. Mixed Policy
This policy invests in bank deposits, all types of fixed-income instruments and equities, providing that the investment in equities will not exceed 20%. It aims to receive relatively high return in long-term, and contains relatively high risk of yield fluctuation.
3. Equity Policy
This policy will mainly invest in equities with the average of no less than 65% of net asset value. It aims to receive high return in the long-term, and contains high risk of yield fluctuation.
Members of the Provident Fund who would like to change their investment policy, he/she can submit the application & risk assessment forms sent by email to HRO by March 15, 2016. The new policy will take effect 15 April 2016.
For members who does not want to change the policy, the investment is still covered under General Fixed-Income policy (No. 1)

Campus Updates
Blood Donation
The Thai Red Cross Society has been working with volunteer students and AIT staff to collect units of blood from the AIT community. The bloodmobile visits AIT every three months, four times a year, hoping to collect enough units to supply the constant demand for blood.
The next visit for blood donation is scheduled on Friday 11 March 2016, 9:00 - 11:30 a.m. at the parking lot in front of the AIT Conference Center.
Give blood! You'll experience a fulfilling sense of contribution. And the donation process isn't time-consuming. It only takes about half an hour.

Ongoing construction projects on campus
Kindly be informed about the following ongoing construction projects on campus.
1. As part of the water supply system improvement project, the construction of a new water storage tank with a volume of 700 m3 near to the Physical Plant building has started. We also plan to lay a new main water pipe line from golf course to the new storage tank and automatic control valves to maintain the pressure, which is scheduled to start from 15 February 2016. The water supply system improvement project is scheduled to be completed before April 2016.
2. We are also glad to inform the campus community that a new coffee shop managed by Inthanin Coffee will be opened near the library to serve AIT community. Kindly be informed that the construction of the coffee shop has started, near the path way from library to the SU snack bar. The construction of the coffee shop is scheduled to be completed before April 2016.
During this period the community may experience some loud noise, dust and disturbance on the path way. Your kind understamding is highly appreciated.

Opening TOEIC test at AIT
The AIT Career Center will again organize the TOEIC test on 17 March 2016 from 08:00 - 12:00 hrs. at the Milton Bender Auditorium, AIT.
The TOEIC test questions are based on real-life work settings in an international environment (meetings, travel, telephone conversations, etc). The Test is used by organizations to determine whether an employee is suitable for a particular task. If you work or want to work for a large organization, particularly in Asia, then the TOEIC test will be useful to you.
The schedule of registration, payment method, confirmation of payment and TOEIC preparation course are given below:

Payment (by cash) at Career Center Office thru Ms. Chatchata, AIT Admin Building (beside Registry) during office hours
17 March 2016: TOEIC Test at the Milton Bender Auditorium from 08:00 - 12:00 hrs.
The price for students is 700 baht (from 1,500) and for current AIT staff is 1,000 baht (from 1,500).
Please note that a minimum of 25 students is needed for this test to be administered in AIT.

Talk on Biomass Supply Chain Sustainability in India
A talk on "Biomass Supply Chain Sustainability in India" will be delivered by Prof. Sadhan Kumar Ghosh from the University of Jadhavpur, Kolkatta, India on 8 March 2016, from 10:30 - 12:00 hours at the Milton E. Bender Jr. Auditorium.
Training course on Urban Climate Change Adaptation and Resilience (UCCAR)
AIT and USAID (through their Adapt Asia-Pacific Project) will be conducting a training course on "Urban Climate Change Adaptation and Resilience (UCCAR)" for participants from Asia. This is a "Train-the-Trainer" course, developed by USAID Adapt Asia-Pacific in collaboration with the East-West Center at the University of Hawaii.
The UCCAR course aims to improve climate change knowledge among mid- to senior-level professionals working in urban and infrastructure planning and, in turn, help them design better adaptation projects. This seven-module, five-day course starts with an introduction to climate change and climate change adaptation; provides tools and techniques for assessing climate change impacts and vulnerabilities; presents a framework for identification, evaluation, selection, and implementation of climate adaptation strategies, programs and projects; and finally looks at the options available for financing adaptation projects and methods of accessing climate change finance.
There are FIVE participant slots available for AIT delegates to attend this training course. Details of the course are:
